won turn on

my cam corder wont power up. i performed a voltage check on the battery and it has the 7.2V that is required and the charger is also putting out the required amount. but nothing happens on the camcorder.I can see a lithium battery behind the regular battery pack and it is a cr 2025 3V and tested 3V. could there be a bad fuse??? I know that might seem silly to you electronics guys, I only dabble in electronics, but I am sure that with someones guidance I can troubleshoot this thing. Any help is greatly appreciated.
