red charge light blinks during charging process. battery does not get charged. is it the battery or the charger. thank you

5 The voltage of the battery is too low, maybe under 2 volts, you need to recharge battery with another devise, and when voltage in the battery is increase you can use your bc 11 l charger. It is work for me.
