DOESN'T TURN ON...

MY SON'S KID TOUGH CAMERA IS NOT EVEN A YEAR OLD AND I HAVE PUT NEW BATTERIES IN BUT WILL NOT TURN ON. WHEN I HOOK UP THE USB IT TURNS ON BUT WE HAVE NO PICS ON IT SO NOT MUCH I CAN DO THERE. PLEASE HELP. DO I NEED THE SOFTWARE IT CAME WITH OR CAN I JUST HOOK IT UP TO MY LAPTOP?
