Question About Kodak Digital Camera Z1285

got this camera through a money owed trade type deal and the camera takes nice pictures but I cant seem to get the laptop to recognize that the camera is attached when connected via the cord supplied that also connects to the house current to charge batteries. Is this a common issue and can it be corrected?
