batterys not holding a charge...

my uncle is useing this brand of battery charge for his camera but the batterys are always dead. no matter how long they sit on the charger. He charges them for 12 to 24 hours and still batterys are dead, what are possable causes of this? does it matter the brand of battery? is he over charging the batterys?
