Our vivitar X 029 does not charge when we plug it ...

Our vivitar X 029 does not charge when we plug it in. We checked the battery and the card and they seem to be inside correctly. We checked the plug, and it is fully inserted and the lite shows on the charger wire. why isn't it charging?
